Fuel pump question

Fuel pump question

Hey guys, I got the Mallory Pro Comp 140 Series external electric fuel pump and have a question. I used the existing wires from the old intank fuel pump but am only getting 11.11 volts out of those wires. Tried running the pump with that but it wouldnt work. Tommorow Im gonna run a new line from a relay Installed. It puts out about 12.8 volts. IS it normal for a pump not to work at all when the voltage is below 12v? The wirings simple and I got a good ground so thast the only thing I can thing of.

Yes I am pretty sure once the voltage gets below 12V the pump will not work.
