Voltage Loss

Car: 1991 Z28 Convertible
Engine: 305 TPI
Transmission: 5-speed
Axle/Gears: 10 bolt, 3.08
Voltage Loss

I have a convertible and am trying to diagnose the solenoid on the drivers side not working. at the switch I have ~12V and then at the Right solenoid I have 8.6V and on the Left (drivers) I have only 7.6V. I have not checked it at the trunk where the trunk sensors is but still. I checked the resistance between the solenoids and it is only 0.4 Ohms so I do not see why the Voltage drops so much. Any ideas?
