1985 Trans Am Gauge Cluster Tach Issue

1985 Trans Am Gauge Cluster Tach Issue
Need some advice on an issue with a Gauge Cluster on my 1985 Trans Am. Last season, my Tachometer stopped working. The cluster has seperate gauges, Speed, Tach, Oil/Volts and Fuel/Temperture.
The Tach needle just stopped moving, everthing else in the cluster is working.
So I bought another gauge cluster from the same year and type car 1985 Trans Am 305 4 Barrel on eBay from a good seller. I removed the Tachometer, which is an exact match as mine, installed the new one, 3 screws and it is out, and it works.
The issue is that the needle is at 12000 RPM and my car is set to approx, 7000 RPM, stock setting. That is a big difference and know for sure where the idle needle usually is. The car idles well and is not racing as the tach shows.
I disconnected the Battery for a few minutes and reconnected it back, thinking it would re-set, but no change.
Not sure what the issue can be before I have the Cluster taken out and rebuilt by Eastern Electronics in Hackensack NJ, an AC\Delco Parts and repair Center
Any help would be greatly appreciated.
