Headlights-only one raises, already used the repair kit

I'm looking for advice on how to figure out what is wrong with my passenger side headlight.

About a year ago the headlight was showing signs of the "spinning top disease" where the motor would run but the light wouldn't go up. So I used Lon's kit to replace the plastic bushings which had turned to dust. In the course of the repair I removed the entire headlight assembly from the car to bring it inside. The light worked perfectly for about two weeks.

Then the light stopped going up. When I flip the switch in the car, the left one goes on the right light turns on but won't raise. If I manually go and turn the motor about one turn, and then go and retry the switch to raise the light, it does go up on its own. It will usually work well for the rest of the day, and be "stuck" again tomorrow.

How should I go about diagnosing the problem? Do I need a new/rebuilt motor, headlight control module, or did I somehow cause something to bind when I reinstalled it?
