What is the yellow box under dash next to the ecm do? 4 Out Buffer
What does that yellow box under the dash next to the ecm do. On the side of it it reads 4 out buffer and above it it reads ac Delco plugs.

That sounds like the VSS buffer. It receives the signal from the VSS (Vehicle Speed Sensor) and divides it to go to the ECM, cruise control module and the instrument cluster.
