91 Vert frustrated owner!

I need some help here, my 91 5.0 liter TBI seems to have a mind of its own. I have this car about 6 months now and it has its share of minor issues with a car this age. Here is my latest:

Gas Gauge never has worked, it always reads 1/2 tank. Every once in a while it will fluctuate like it is getting some sort of electrical pulse.

Tach is way off. reads 5000 rpm in 4th gear going about 55mph. I see that is a common issue as well.

My latest problem is that the speedo seems to have a mind of its own and some times works, sometimes doesnt and sometimes fluctuates up and down. And the the strage thing is it only seems to do it in the morning. I check the connection at the VSS on the trans, no wire exposed and there is no codes.

Where should I go next? Any suggestions on my cluster problems would be appreciated.

Here are a few more things. This car is an automatic trans. When the speedo works and there is an electrical pulse (like when I turn my blinker on) the speedo needle moves up and down in synch with the signal. Im thinking there may be a short in the cluster somewhere.. can anyone help?
