Headlight Issues

Headlight Issues
OK so I really haven't spent a ton of time trying to diagnose this but here's whats happening.
I originally changed over from Sealed beam headlights to (4) H4 conversions. I hadn't changed the stock wiring and burnt out my headlight switch because of the draw on the lights. Changed the switch and unplugged the High Beams because they were on but super low when I had my low beams on.
Recently I put in an APC harness with real HID conversions in the low beam spot.
Now I notice that when I turn my headlights on 85% of the time all 4 lights (High and Low beams) will come on. If I click the high beam stalk on the column on and off about 30% of the time the High Beam (H4 bulbs) will go off and the HID's will stay on, but the majority of the time all 4 will just continue to stay on.
I have for the time being resorted to unplugging the H4 High beams but is there a way to make the is work correctly where only my HID's are on when I have the low beams activated and all 4 lights are on when I put on the High Beams?

What brand of sealed beam conversion kit did you use? I am about to buy Eurolights setup for my car.
The high and low beam run on the same circuit and when you have both on its too much of an amp draw on the circuit. (don't hold me to that its just what I think may be a cause)
Check a wiring diagram for your headlights to see why your high beams come on with your low beams, sounds like something is not wired right.
