the top one has to do with the Smog Pump system and a sensor that used to go with it (guessing it has been removed off your car) - no problem with that one, you shouldnt get an engine light with it un-hooked.
I'm not positive on what exactly the 2nd one does, but I know that its supposed to plug into a relay that bolts to that black metal to the right of the other relay in the picture. It looks like you are missing the relay it plugs into.

probably fuel pump relay, has your car been converted to carb?
