tac question?

hi, i have a 90 rs 305 what causes my tac when i start car to peg out at 7000 rpm and stay there.(engine is not at that rpm just tac)

thanks alot. i own a 68 ss,79 rs we just bought the 90 rs..from s.c. weve owned 84- z,86-z, 2 88 irocs never had a tac problem thanks so much great website
