1989 Iroc Guages keep blowing fuse

Engine: T/A:1974 Corvette 350, Iroc:305 TPI
Transmission: T/A:Borg Warner 5-Speed, Iroc: Auto
Axle/Gears: T/A: Dana .44, Forgot Iroc
1989 Iroc Guages keep blowing fuse
I have a Chilton Repair manual, but I just can't seem to figure this thing out. The "Guages" circuit keeps blowing the 10 Amp fuse within seconds of putting in a new one, and thats just with the key on (Car isn't running yet). What are the possible causes of something like this? Please Help!
