Heater blower motor wont turn off with button.

Axle/Gears: 9-Bolt 3.27
Heater blower motor wont turn off with button.
Finally decided to hook my heater back up and run the coolant lines.
A/C Delete box with the AC fan and resistor.
The fan works at all speeds except high, but doesn't turn off when you press the off button. The fan turns off when the car is turned off, so I don't think its the relay.
Any ideas?
