fuel gauge issues?

fuel gage always sits at three o clock on my 87 firebird 2.8 I dropped the tank and got the fuel pump assembly out I put another one off of a 91 firebird v6 car on the car and moved the float up and down and now it either reads at three oclock or dead empty any thoughts?
