No Power change at fuel pump relay on/off

I have an 86 Trans Am. The 5.0 was replaced a couple years back with a crate 350 Pro-Torque. All the origional gear put on new engine. The car ran good till about two years ago when I parked it (got a minivan and a truck/kid,work). But I have sold the mini van (Take that mid-life crisis) and now sinking what little money that gave me into the Trans Am.
There is no fuel to carb. I checked at the fuel pump relay switch and I am not reading any difference on plug from ignition on/off. I don't know if this is normal, but I need help, Anybody?

The fuel pump should prime with the key on - if you can't hear it priming, the fuel pump relay may be bad. Swap it out and see if the fuel pump primes then.

This is assuming that your' running the stock cc carb - if it's an aftermarket carb then the relay is not doing anything.

It has a mech. fuel pump. I was wondering if it (fuel flow) is controlled by the relay if infact it even is the fuel relay? ( I am not all that wrench gifted as one can tell)
I removed relay and didn't get any change with volt meter with ignition on/off.
It is located in the middle of two others on the firewall drivers side.

Did it run correctly with mech pump before being parked?
If it has been parked for 2 years there is probably no fuel at the pump and mech pumps won't self prime well if dried out.
Need to get some fuel into pump

Thank you! I will try that when the rain lets up a bit. Mother nature installed a brand new mud floor to my outdoor shop!
