tach and rpms flicker when cold

Engine: 305 TPI L98 cam
Transmission: 700R4
Axle/Gears: 3.42 eaton
tach and rpms flicker when cold
ihave been having this problem for a little while now. when the car is cold when i start it the tach flickers a couple hundred rpms and the engine does it too. all the wires are in tact and appear to be in good shape. what are some other things thati can check? thanks in advance
