Car wont start. Help!!

Hey. Im new to this site but it looks very useful. im having a problem. I had a 87 Iroc until it got smashed and written off. I bought a 89 RS (roller) to save my Iroc because it was such a good car. The iroc was a 305 TPI 5 speed car and the RS was a 305 TBI 5 speed car. I switched over the TPI engine and trans into the RS pulling the motor out of the iroc with the harness fully attached to the engine. I disconnected the plug above the master cylinder/brake booster on drivers side and disconnected the harness from the ECM and pulled it through the firewall and fender area. I put the motor in the RS, re connected the ECM and re plugged above brake booster. NOW HERES MY PROBLEM. The car will not turn over. I switched my cloumn to try and bypass the VATS system that the 89 was equipped with i also switched rearends, fuel tanks and fuel lines rearend is irrelavent but swithched fuel tank for the pump and lines for the pressure increase. I put in a new clutch depression saftey switch but no dice. I have power to my ECM, engine and the rest of the car. when i click the key on my fuel pump pressures up and engine solenoids come to life. But it WILL NOT turn over. I have power from the battery to the starter and i did the old arc across the stater soleniod and it turned over. Now basicly my question is is there a chance that the VATS system is messing with me? or should i change the harness under the dash? thanks you very much if you can help me. im stressing out haha.

If you bypassed the solenoid and it turned over then your problem may be the solenoid on the starter itself. Check the voltage from the B+ Terminal and the motor feed circuit. You should see a 0 or really low number. May not be the problem but give it a shot.

I seem to be having the same problem except i just swapped another 305 into mine. I kept the harness and all, but still will not turn over.

When i try to crank it the car looses power for 3/4 mins so i am wondering if it is the VATS or maybe some relay.

I got mine running now. I ended up swapping my entire harness from the firewall back which in turn eliminated all VATS. In your case i belive its the VATS i think they run on a timer which after first trying to crank kills all power for a certain amount of time. you can by pass the VATS by un plugging the module behind the drivers side kick panel and jumpering the pins on the plugs. i cant rember which ones but i had it figured out.
