Neutral safety switch issues, car wont crank

I've tried just about everything i can think of, i've searched and searched for possible solutions and i still cant figure this out. I have an 89 iroc, 350 carbed, th350, aftermarket shifter. All the accessories on the ignition work and i get power to everything but it wont crank. when i jump all the wires on the switch and try to crank i get a wierd buzzing sound from under the dash. I figured it was the starter enabler realy and im waiting on one from the store now. any ideas as to what else it might be or what i can do to try to fix this problem???

Car Is Not Cranky, So I Am !!!!!!

You can jump pins 1 & 5 of that relay and see if the car cranks.

If you are not worried about VATS you can delete the relay and join the two wires together permanantly
