1989 5.7 iroc starting problems

I'm new here and hopefully somebody can help me out. i have a 1989 iroc 5.7 and it won't engage the starter with the key. the starter is new and i have had problems before but it would always start up after you let it sit but now it does nothing! help !

Axle/Gears: EATON POSI 4.56
Can’t Start It, But It’s A Nice Paperweight

Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) probe the yellow wire at the starter enable relay, which is located under the left kick panel.

Is there power there when you try to start the car?
