Need help on what this wire is.
Hi, I found a thick red wire that ran from the inside of the car to the hood (think it was by the battery?) anyway its got a built in fuse thing on the wire, a ring terminal on one end, and the other end looks like it got cut off. Does anyone know where it goes to? or is it some aftermarket radio wire? I'm not getting fuel to the carburetor and trying to see if it's a wire issue. Thanks.

That looks like an aftermarket installation wire to me. Unless someone rigged it to your fuel pump. I dont think its the problem.

Pump Slump
That car should have a mechanical pump therefore the wire won’t have relevance.
Disconnect the line at the carb.
Using a gasoline resistant, non-sparking cup to catch any fuel, crank the engine to see if there is fuel flow at that point.
Do all this type of work away from dwellings and have extinguishers handy.
