speed and tach gauges not working

speed and tach gauges not working

i have an 1989 camaro rs with a 305 and a 700r4. all the other gauges, battery, fuel, oil pressure and water temp work fine. its a stock gauge panel. but the speedometer and the tach do not work. but the tach will sit at 0 when the car is off but when it is running, it will sit at 70 (7000) and not move. i have been under the car and traced the wires and everything is connect and the wires dont seem to be damaged. any ideas?
