Wiring help?

I have an 89 iroc. The horn, cruise and wipers don't work. The prevouse owner had a jumper wire coming out of the wiper fuse spot in the fuse box and going to a switch, then off the other end of the switch they had a wire going out under the hood and spliced into the yellow wire on the three wire connector the wiper motor (it has yellow, brown, and black). To get the wipers to work I had to flip the switch (doing this would make the wipers twitch) then to get the work in the low setting only in had to the factory wiper switch on (to any position) and they would work in low only.
I undid the jumper wire and put a fuse back in the fuse box and the wipers don't work and check all there wires going to the wiper motor and none them have power now.

any thoughts on what is wrong here?

Sounds like the PO tried to rig the junk to work rather than finding and correcting the real problem. Might be as simple as replacing the turn signal/wipers/high beam/cruise lever on the steering column - they are usually available at any auto parts store in the HELP! section.

Horn I'm not sure - apply 12v+ to the wires under the hood at the horn and make sure it works, then test continuity from the horn to under dash - if all that's good then probably an issue with the horn ring/pigtail in the steering wheel.

Might have to rent for 'free' a steering wheel puller from advance/autozone/etc to get into the column to replace the wiper arm lever and/or see about the horn button.
