Then - not all of your bulbs are good - you have a bad one somewhere. Keep in mind that the front side marker lights blink as well, so it might be one of them.
Just because the park lights light doesn't mean the bulb is good - these bulbs have 2 elements inside, one for the park light, one for the blinker - maybe just the blinker element went out. Go back and recheck the bulbs.

i remember one time this happend to me, and yes they are dual filament bulbs, but my problem was that one of the bulbs were installed incorrectly. i dont know if my bulb socket was fiddled or what, because they are usualy only suppose to fit one way. and mine was in backwards (180* turned) and it kept the bright filement illuminated with just park lights on, so i couldnt see it blink when the signal was commanded.

This makes no sense, if it was the flasher then neither side would work, but whatever works for you I guess.
Did you replace the flasher with a newer electronic unit maybe? If so, you might still have a bulb outside the car not blinking properly.
The older style flashers actually use an overload of amperage to literally break the circuit when it overheats, and the circuit reconnects again when it cools, over and over every couple seconds, and thus you get turn signal flash. If a bulb is blown or not functioning, then there is no overload (since the bad bulb keeps the amps from overloading in the flasher).
The newer electronic flashers have an actual small IC chip inside that times the function and turns on/off power to the circuit. Thus a bad bulb won't affect the function of the indicator lamps in the dash or the function of the other bulbs on that side.
Thus I ask - if you replaced with a new electronic flasher, you could still have a bad bulb - might come back to haunt you come inspection day, so I thought you might want to take a second look all around the car and make sure every bulb that's supposed to flash does in fact flash with turn signal.

The turn signal flasher is clipped onto the fuse panel, as delivered from the factory.
However if it has been replaced it might just be hanging in the maze of wires.
It’s round and approximately 1¼” diameter.
The Fuse Panel is located behind a door which is up and to the left of the brake pedal.
