battery wire

hey everyone. I recently bought this 87 Camaro but had to wait to get it out of storage. well its finally out and runs great but i have a couple questions. First the radio harness was all chopped up and it had no radio in it, I tryed to hook up the aftermarket one with the diagrams i found here and it wasn't getting any power. Also under the hood i found a cable that looks like it should go to the batter but is currently disconnected and i was wondering what it goes to and if it should be hooked up.

Not sure4 where that wire goes - doesn't look factory really - at least the ring connector on the end is not factory. Remove it from the loom so we can see more of it. That white thing on it looks kind of like a fusible link fuse - but it should be longer to reach the power distribution center or reach to the starter.

Take a volt/ohm meter, set it to any ohms setting (should be reading 1), probe that wire end on one side and the neg battery terminal on other side, does it go to zero? If so it's a ground wire for something.
