Kinda need some advice, it only happens when its wet....well its only happened twice and both times it was after i parked it and i was driving in the rain. It doesn't necessarily "Start"... it just turns over and over and over and over, but don't start..... idk wtf it is ive never seen anything like it before..... when me and a buddie were originally putting in the starter... the car tryd to start so idk if maybe the starter has a short or something inside the guts or what but yea?

Your starter should have two main terminals, one larger, one smaller. The larger terminal gets all the fusible link wires, as well as the batt positive wire. The smaller terminal ONLY gets the purple wire.
When you tuirn the key, the purple wire sends 12v+ to the starter solenoid, which activates the solenoid (like a big relay), and runs the starter off the batt pos wire. If for whatever reason you are ever getting 12v+ where that purple wire connects, without having the key on, then the starter will turn, always.
So, I'm assuming that for whatever reason, you are getting 12v+ on that smaller starter terminal somehow.

sounds like the big wire on the starter might have been rotated while tightening it down. if it gets too close to the smaller terminal it can arc power to it and this will cause it to turn over. Rain and moisture would cause this to happen even easier.
