speedometer dosent work sometimes

Car: 1991 Z28 camaro
speedometer dosent work sometimes
OK i got a 91 z28 and the speedometer is cabel ran i believe and sometimes it dosent work until i get up above 70 I wanna say and then i have to let off and slow down to the 50s or 60s to get it to kick in...Very rarely since ive owned the car has it worked when i fire it up and take off... Does anyone know how to fix this or whats wrong?
