Vats? Ground? I dont know

Car: 1988 Pontiac trans am GTA 5 speed
Engine: 5.0L Tuned Port Injection
Transmission: Borg Warner World Class T5
Axle/Gears: 3:73 Rear
Vats? Ground? I dont know
Hey everyone
I ahve a 1988 Trans am GTA that has been sitting since 2008 and Im trying tog et her going again, But shes giving me alot of problems.. Over the past year Ive done alot of work to her.. reinstalled the light harnessm dash harness taillight harness and everything else imaginable, it was a shell a few years ago and i rebuilt it from ground up...
I had the Computer reporgrammed by a nice guy in Indiana. It has some tables in its programming from the 1989 model year, I had him delete -
1) Vats
2) Cold start Injector
3)Computer and chip were from a 5.7L Auto, he changed it to 5.0 Manual
4) had him set the fans to come on at a cooler temp
5) and adjust some other curves aswell
Car WILL NOT START.... I was told that whenever you eliminate the vats from the ECM you have to bypass it by jumping relays etc?? can anyone explain that to me??
Also, I have a factory service manual. I did all the tests to see if the ECM was bad because Im also getting no Service engine soon when i turn the key on, But it goes into diagnostic mode and all tests show I have a bad BulB, im gona get to work on that tomorrow
I tested the service engine soon wire by grounding it out and it didnt work, But the **** light worked, and I tested every single cavity in the ECM and all voltages were correct except for a few...and this might have something to do with the car not starting..
1) B6 - VATS 2.5 on Key on..I got 4.98V on key on and up to 5V whle trying to start the car....Car wont Crank, wont Prime the fuel pump..NOTHING
B2 - Fuel Pump signal 0V on key on ( 12V for 3 seconds) . . i got 0v but no 12V for 3 seconds.. ( Maybe cause i was cycling the key alot?..)
NO FUSABLE LINKS on starter... they are just lines running to the solinoid..
There is a thick Guage Red wire next to the Heater core lines, and it measures 12V ( forgot if it was ignition on or not) But I dont know where it plugs into, or what it does... what is it???
last but night least.. and this accounted for alot of my problems with this car, But the engine harness i got was missing the Fused wire that ran off the battery and is supposed to give constant power to the ECM Via two Cavitys and have somethign to do with the fuel relay.. well.. I rigged up a wire, and traced two spliced orange wires that one ran back to one of the ECM constant power cavitys and the other orange wire ran over by the mass air, and when i put the two wires together it completed the circuit i saw in the shop manual.. Only thing is?? WHERE do you hook that Fused wire to??? do I splice it into the two orange wires i repaired? does it connect somewhere to the relays ( I dont see any open wires?)... any info would be a great help! I know I wrote alot, sorry
