No power to horn?

Car: 1989 Camaro RS
Engine: 305 TBI (5.0L)
Transmission: 4 speed automatic
Axle/Gears: 2.73
No power to horn?
Okay. so over the past few days I have played with the horn.
Horn hooked directly to the battery makes noise, check.
fuse is working properly, check.
Here is where I am unsure. The switch inside of the steering wheel. I dont think that it is getting pushed when I push the pad that goes over the steering wheel. I am uploading a picture of that pad off of the car.
So my diagnosis is either the button is bad, or the wiring is bad. Any help appreciated.

Also, I did change the relay out. I have to have the horn working in some respect to pass inspection. I would like to keep the car stock, but I will just run a new button straight off the batter to the horn if I have to. Car has to be inspected on Friday.
