Plug in by fuse box
Is this the plug you use to "tune" it with a prom or whatever it's called? Or is something unplugged that I need to put back in

It's the ALDL connector - it's for RETRIEVING the codes, not programming. To program, you have to physically remove the chip, and program a new chip to replace it with, in a small chip programmer that connects to your computer (since the factory chip is not to my knowledge "reprogrammable").

on 96+ OBDII vehicles, this port would be for retrieving codes, sensor data, and reflashing the pcm. however, 3rd gens are OBDI and have a read-only chip as camaronewbie mentioned.
