HID Conversion Help

I ordered the glass lens H4 conversion and an H4 HID kit (low beam only, single filiment). Came in today so I dug into it. I installed the bulbs into the housing, wired the bulbs to the ballast, found power and ground on the stock 3 pin harness (using the factory ground and "low beam" pin), turned it on and nothing. I swapped ballast, still nothing, swapped bulbs, still nothing. Do I need to wire somthing into the "high beam" pin to make it work? I figured if I had power and ground to the ballast it would turn on. Also, if it makes a difference I only have one side wired up, the other is still stock. Do I need to convert both sides to make it functional? This isn't my first HID conversion (I've done around 20 on various cars), but this is my first attempt on a 4 headlight system. Thanks in advance for any help.
