ECM grounds testing, results normal?

Guys,

I am trying to chase down some gremlins in car. I have recorded the following measurements with the car off and the ECM unplugged.

Key off:
all ecm ground wire resistance to battery ground: 0.00 ohms
all ecm ground wire voltage drop to battery ground: 0.00 volts

Key on:
all ecm ground wire resistance to battery ground: 23 ohms
all ecm ground wire voltage drop to battery ground: 0.06 volts

I have taken the same measurements from battery ground to engine and battery ground to body and find no measurable resistance or voltage drop. So it seems like the ECM ground wires are leaking some voltage with the key on. But my numbers are pretty darn low. Is what I am seeing normal?

Light Drop (Droplight)

There’s nothing wrong with a 0.06 voltage drop.
