Re: brighter lights?
check summit and replace the stock lights for the aftermarket ones from summit so instead of having the whole unit to replace you can just replace the bulbs for brighter ones thats what i did i hate the stock head lights

Re: brighter lights?
Mine were when I purchased my car as well. All four where in rough shape. They looked pretty old. On one of them the lens had separated. A couple of them had rock chips and moisture inside. I replaced them all with silverstars and it made an amazing difference.

Sylvania Silverstars are great drop in replacements.
The replacement method mentioned above is great, but out of the typical 16yr old budget, unless they have good financial help (mom & dad).
Not to be harsh, but first day with a license & driving at night? I made that mistake too, and totaled moms car. Sure it was the deers fault, but I might have been better prepared & successfully dodged the deer with more driving experience.

Silvania Silverstars are a great way to go; just keep your receipt for them as they have a tendency to wear out faster
Another route is to go with a painless wiring setup. They use power
Directly from the battery to power the lights. More voltage = brighter lights (up to a point)
Either way is good, you just have to measure the pros and cons of each
