Engine: 305 base
Gage Wiring and Grounding question

OK so I will try to make this as informative as possible.

Problem: Back-lights in gauge panel and front parking lamps keeps blowing the fuse.

Extra: My turn signals work and the gauge clusters other lights work (the signal indicator, brights indicator, check engine etc.) work just fine without the fuse in.

What I've done so far: the fuse that was in there fist when it worked was a 20 I have tried 10 - 30 fuses all have blown. I checked the batt. which was pushing out the normal 12.15 then I tested the alt. which was giving out 14.50 <---- not sure if this is normal but it has been set this way for 2 years and has worked fine. I took out the gauge cluster and shined up the leads to insure a good connection.

Haynes and Chilton not to anyone's suprise really have not been any help.

Result: the fuse still blows regardless, at times it takes a moment sometimes it takes a few min but none the less it blows.

Extra: I could be overlooking something along the lines of grounding. The reason I come to this conclusion is because when I am reattaching my positive terminal of the batt. if my socket wrench touches the body of the car sparks fly.

With all this being said if you may know of a relay or agree with the grounding issue please assist me with where the grounds are as I guarantee there are some grounds missing. Or if you have some other idea which I have not mentioned any help would be greatly appreciated thank you in advance.
