Hmmm not sure but I think they are on 2 separate circuits. Are you sure that you don't have some burned out bulbs? I'd start at the brake pedal and work back to the brake light bulbs checking connectors and grounds, checking for power or continuity. Maybe someone here has something more specific.

checked fuses with a meter was bad but looked okay got it all back
