tps not reading right value

Engine: 5.0L TPI
Transmission: 5-speed
tps not reading right value

I've been trying to tune up my car, reset the timing, idle and tps, and the tps is giving me a problem. With a voltmeter, I verified that the ground for the tps is good (12v), the power is good at 5v, but the signal voltage is incredible low. With the tps turned all the way up the voltmeter only shows .04v. I swapped in another tps and am getting the same readings. Both tps sensors are working properly and show the correct resistances with no jumps. Anyone have any suggestions?
