84 T/A Headlights stuck in up position

84 T/A Headlights stuck in up position
Hey all, I went to pick my car up today from the vehicle port in L.A. and found my headlights stuCk in the up position. The headline lights themselves work fine but absolutely no movement on the motors themselves. The little **** next to the housing doesn't even spin. Any ideas where to start looking before I throw money at it? Thanks again for any advice!

Try This,this part is for,,,if both doors are not operating.

So I looked and found my 20 amp tail fuse is strait up missing....its just not there. Going to hit up Wallmart here when the sun comes up and see if this fixes it.
