My horn/door lock/hatch button/dome light fuse keeps blowing out

Car: 1991 Camaro RS Coupe
Engine: 5.0-liter (305) TBI V8
Transmission: 700R4-speed automatic overdrive
Axle/Gears: stock/2.73
My horn/door lock/hatch button/dome light fuse keeps blowing out
Sometimes, you can change the fuse and it'll last for a few weeks, and other times, it blows right away.
I've had my car to four places now that have charged me for one thing or another, but she still isn't fixed.
They've replaced all dash lights, cigarette lighter receptacle, taken out the steering column, dash and headliner.
Of course, I can work everything manually but the horn. I don't want to have a problem that starts a fire or really ruins something on my car. And I also hate driving here where people can't seem to drive without my loud-as-hell warning horn. Can someone help?

Could be an insulation rub-thru.
To find it, locate where the ACC Fuse output branches off, then install a 15 amp inline fuse.
Now the next time the fuse blows it will be one of the two.
You will now have a direction to turn, as only some of the items powered VIA the ACC circuit will be out.
In addition here is the list of items powered VIA the ACC circuit.
BATT terminals, BOSE amp relay, Horn relay, Underhood light, Hatch release relay, Dome light, Map lights, Lighter, Outside mirror switch and Door lock switches.
You can take a look at the aforementioned, check for cracked or crumbling plastic which allows contacts to touch, wiggle wires, etc.

If People Drove Any Slower They’d Be Going Backwards
