Initial Timing On New Dist Moving?

Transmission: 700R4
Axle/Gears: 2.77
Initial Timing On New Dist Moving?
Should I expect the inital timing to move with revs on an OE replacement Small Cap HEI for TPI when the EST is disconnected?
Old dizzy did not do this but was also bad/old, so not sure which is wrong.

I am almost positive I read here on TGO somewhere that the ICM has a small amount of control of advance even with the EST disconnected , and that of course the EST has a larger range of advancement when properly functioning . Thread Starter
