Dash lights aren't working. Checked fuse and replaced dimmer.

As titled the cluster lights are not working in my 92 camaro. I replaced the fuse and the headlight dimmer switch. I get check enigine and other lights but nothing for the gauges.. the pigtail for the dimmer switch was melted a little. I tested the pigtails for power and seemed operational. Headlights work. My only conclusion is that something has to be wrong with the wiring. I have no idea where to trace it back to, not possible to visually trace it.
Also I have a problem wiring my stereo. I'm not getting power to the ignition 12v. No key required to start my camaro. So I'm assuming there is something wrong with the ignition itself.
I bought the car from a kid who did god knows what to it. I've wired the fan to a toggle already.. and I've taken out more wiring than Ive put in.
Thanks for any input you have on either of my problems!

Make sure the dash dimmer control is set at the bright position, then using a voltmeter or test light (the type for testing for voltage, not a continuity tester) probe BOTH sides of the INST LPS fuse.

If there is no power both sides check for power on the
orange wire at the headlight switch.

Then check for power on the
dark green wire at the headlight switch.

Is there power on both wires?

On my '87 trans am, there was a transistor attached to an aluminum heat sink near the convenience center (the cluster of relays, flashers, and chimes above the driver's right knee). That transistor took the signal from the dimmer wheel and controlled the dash lights. I had to replace it a couple times.

Fortunately his car has no transistor in the circuit.
