power accessory relays
I have read threads on the board about slow power windows/door locks. I am wondering if the relays can go bad slowly, causing sluggish operation. Or, is it black and white? In other words, is it that the relays either work or they don't.

It's not the relays. When relays go bad they normally get stuck on or just don't work.
