Help!!! 1983 camaro running lights only work when light switch fully on

Ok guys so I bought an 83 camaro and there are a few issues. 1 the running lights only come on with the headlights. If I pull switch out to 1st position nothing happens. When I pull it all the way all the lights and headlights come on. Also there are times when all the lights will flicker on and off. Dash lights only work if I put a hot wire to the instrument light fuse. I've already replaced the light switch and same issue.

There are 2 power wires going to headlight switch,red is 12volt power to headlights,orange is 12 volt power to switch from tail light fuse that powers the running lights and dash lights. Found out the brown wire for running lights was cut and spliced to yellow wire for headlights. That's why they all turned on together, orange power wire to tail lamps was cut as well so there was no power to dash lights. Connected orange to fuse box and that gave power to brown running light wire and to dash wire. Wired brown to brown,orange to orange. Finally there is another brown wire that gm says is not used in light switch except for full time running lights. This wire was wires to aftermarket stereo causing tail.light fuse to pop when turning lights on,I assume this is why it was wired the way it was. Works great now and stereo still works
