Horn not working

Horn not working
Whenever I hit the horn I hear a click under the dash and the horn doesn't make a sound. Anyone have any ideas what the problem could be?

Sounds like the relay is working perhaps. Problem either wiring from there to horn or bad horn. Did it ever work? With someone pushing horn button see if you get 12 volts at the horn connecting wires. If yes, try connecting 12 volts direct to the horn to see if that's the problem. Make sure horn is grounded properly...

While in my possession it has never worked. I bought the car about 2 years ago and it sat for a while then I took it to a shop to redo the wiring to get it running and now I need to get it ready for inspection.
