New steering column has fewer wires to connect

Does anybody know what these 2 cables are for? I changed out my steering column in my 91 with what was said to be a column pulled from another 91 and there are these 2 cables that my new column doesnt have that my old one did. Im curious as to whether or not they would have anything to do with my starter not engaging. I can hear the fuel pump turn on but my starter makes no noise and i cant get my car on. My old chipped key fits into the new ignition and cycles the ignition cylinder all the way so I don't think its VATS but Im not sure, I'm new to 3rd gens
