Battery Wiring Question

New to the 3rd Gen Fam. I currently have a 1989 IROC vert with the 305 TBI. I'm trying to make sense of the wiring under the hood and came across the positive terminal for my battery, or rather what's beside it. It's a multiple connector that is zip tied to an A/C hose. It goes into a mass harness and has it's own fuse. Is this normal? Any idea what it's for?

The junction block on the rad support is typical for TBI. There are one or two fuse holders sometimes, but they'd be like the one by the junction block, not the style by the A/C hose. Could be anything really, but someone has been messing around in there.
