Wiper Delay Non-Functional

Car: 91 Z28 - using 87 electricals
Engine: 383 HSR EBL
Transmission: 700R4 - Stage 3 Fixed Pressure
Axle/Gears: GM 3.08 POSI
Wiper Delay Non-Functional
I finally, after 5 years of owning this car replaced the wiper switch.(I try not to drive it in the rain/snow) The previous owner wired up a toggle for the wipers.
I currently find that all the wiper functions except delay and single wipe work fine. I have to hold the wiper switch to make it single wipe or it just parks itself.
My first guess is the pulse module, but I can find no replacement parts for that based on a brief search.
Any advice on getting these working?

Probably one of the electrolytic capacitors went bad:
