88 Firebird Headlights wont light up

88 Firebird Headlights wont light up

1988 Firebird Formula 305 TBI.
Bought this bird a week ago and having headlamp problems. They pop up fine but they won't light up at all. Just replaced the lamps because one was burnt out. Now they both won't light up. On the dash , the high beam indicator shows constantly and won't turn off now either.
From what I read it could be a fuse (can't find a fuse box diagram anywhere), or a relay, or a switch.
If its a fuse, is it located in the main fuse box under the driver's side dash or is it somewhere else?
If its a relay is there only one located on the firewall or is there separate ones for each lamp?

Could it be the connectors to the lamps?
Relay? Switch? Fuse? All of the above?
