Booms electrical fun fix it party
Good morning everyone. I recently acquired an 86 Iroc with a carbed 383 and what I believe to be a th350. Most of the stock gauges don;t work, the PO added in some generic gauges across the dash lip. I will tackle fixing the dash gauges at a later time. My fun this weekend is trying to figure out what the ham sandwich all the "extra" wires under the hood are for.
Most of the wires appear to be dead, both key off and key on. However, I have one wire that gets ~6.5 volts with key on that comes out of this plug:

Any ideas? I can't think of anything that would've had that low of voltage. Some older carbed cars, had a resistor wire for the coil/points but this was originally not a carbed car (at least I don't think any 86's were)
There are some other strange wires, too. Please excuse the nastiness, I recently cleaned that tray up and installed a new radiator and LS1 fan. What is this connector picture for? There is a relay wired to it:
