1989 firebird windshield wipers

I got this car a few weeks back and I want to get it running and driving reliably but I'm stumped on the windshield wipers they only move about 2-3 inches and then go back down and they only move when the switch is set to high. Any help would be greatly appreciated

it's a 1989 firebird with the 2.8 v6

More than likely the wiper motor which has some circuits in it for "park" and intermittent etc. Should be pretty cheap from a junkyard to get a "new" one to test with. You could also dis connect the motor from the mechanism. Make sure the blades move back and forth with no play in them, then try turning on the wipers with no load on the motor and see if the arm spins around. If the motor works with no load and the mechanism binds then you have your answer etc.
