Power Antenna. Those wires are actually part of the Power Antenna motor itself. Guessing the original Power Antenna died and the previous owner simply cut the wires off the power antenna when they removed the motor from behind the pass side fender.
This wires are probably still plugged into the Power Antenna relay; the relay is mounted under the "lip" of the dash housing and is really difficult to access the 7mm screw(s) that hold it in place. If you run your hand along the bottom edge of the hash housing right were the wires hang, you can probably touch the relay.
