Multi-purpose fuel pump relay

So I just bought a 1989 Camaro RS convertible. It needs a lot of work from electrical to body work. But I found that the multi-purpose fuel pump relay was un-plugged and then someone jumped the plug with a wire, the car does run and drive great, but the fuel gauge is wonky. Does anyone know why that was done? Could the relay be bad? I'm grateful for any help, thanks!

Ok, so I took the relay apart, the contacts were black so I replaced the relay.

Seems like jumping that relay would have the pump running all the time? I wonder if it was running off the oil pressure switch?

So the guy I bought it from had just put a new fuel pump in the car and installed a battery cutoff switch. He said the battery had a parasitic drain. So the pump was probably running all the time.

This is how it was jumped
