On my 89 the Horns are indeed inside the driver's side fender, adjacent to the battery. You of course cant see them with the battery and the plastic cover in the way, but the bolt that can be seen next to the battery's vent is the bolt holding one of the two* in place
* Although people always refer to "the horn", there are actually two, a high note and a low note horn, to produce a far more piercing sound than that of a single tone horn. Expanding on this bit of physics, I've got a big ol honkin air horn mounted on the triangular support piece in front of the radiator as well as high quality replacements of the two factory horns.
