Wiring Questions

Hello, I'm a new member and picked up my first third gen - 1988 IROC-Z, I've been wanting one of these since I was a kid and finally found a reasonably priced one.
I got it with a known issue where the parking lights will cause the fuse to blow when turned on. PO was chasing the issue when I bought it.
While looking through it I've found multiple wiring issues and looking for any help
In this picture is a red and red/black wire running up the driver fender by the washer tank. It's clipped and I can't find anything it would have connected to:


This photo shows the console removed. There's two ground wires attached to the shifter bracket. The ends were stripped and not connected to anything when I lifted the console:


This last one looks like some kind of ballast or something that is hanging inside the driver fender. Not sure what it is or goes to

Probably aftermarket alarm system. The red/black white was most likely for a siren. I'd bet when they hacked it out they left the splice for the parking lights open somewhere and it's grounding out to the body.

Thanks. That actually makes a ton of sense. There was also a switch under the dash and red LED installed below the cigarette lighter. I assumed it was a dummy light to simulate an alarm system but maybe it was a whole setup
